6/16/03: Highway 78 CID signs
landscaping maintenance contract Trash
removal and curb appeal on U.S. 78 was an important objective in the strategic
plan adopted by the former Highway 78 Corridor Improvement Association. Now,
operating as a the Community Improvement District (CID) with a continuing
mission to enhance the community’s character and establish the corridor as a
vibrant, upscale destination area, keeping the 78 corridor attractive and
appealing is high on the list of the CID board priorities.
“There is a lot we want to do aesthetically to keep the Highway 78 corridor
looking good,“ said CID Board Chair Vice-President Kenny King. “But until the
road is completed, we can’t beautify through landscape plantings. What we can
do, however, is create an on-going Highway 78 project to control litter and keep
the curb side manicured.”
With that in mind, the CID has signed a one year contract with Leach Landscaping
for a one time up-front clean-up and weekly maintenance at a cost of $133,750.
Beginning Monday, June 16, Leach Landscaping will mow the grass on each side of
Highway 78 four times a month during the growing season, from April to September
and on a reduced schedule October through March. They will keep litter picked up
on a yearlong weekly basis and will keep the curb edged.
The contract also includes a one-time clean up of debris clogging the curb
gutter. “This has to be done to accommodate traffic, so we will begin June 28th
at 6 a.m. on Saturday and Sunday,” King said. “It will be a rolling operation
that will work at a slow walking pace, beginning at Highway 124 in Snellville
and moving westward. When the directional lights change at 10 am the crew will
cross over the highway and head back to Snellville.
"This way there will always be two lanes available for traffic. Grass cutting on
the shoulder will have signage but will not block any lanes. We are being
careful not to interfere with traffic hours during the week.
“It will take a month to get it done, but people should see a big difference in
how Highway 78 looks by the time they are finished,” he said.
Leach Landscaping began cutting grass on Monday, June 16 starting at the park
loop bridge going into the East Gate of Stone Mountain Park heading toward
Snellville. “It will take several days to complete the Stone Mountain to Highway
124 circuit,” King said, “by the end of this week we should be close to getting
the grass cut from one end to the other.”
